Commercial Water Use Efficiency
Summary
The commercial, industrial, and institutional (CII) sector is the most diverse collection of water users in the urban environment, according to the Alliance for Water Efficiency. The CII category includes retail, offices, hotels, car washes, manufacturing, and many other types of customers. This sector varies widely, but there are common benefits to reducing water use and implementing water-efficiency best management practices. Saving water is a sound financial, social and ecological decision.
In the West Basin Municipal Water District service area, CII water use varies among customer agencies, ranging from approximately 10% to 80% of total potable water use. Most customer agencies have CII water demand that makes up 10% to 30% of potable water demand. This presents a significant opportunity for long-term improvements in urban water use efficiency and drought preparedness in the CII sector.
California's Ban on Non-Functional Turf
In October 2023, Governor Newsom signed into law AB 1572, legislation that bans the use of potable water on non-functional turf on Commercial, Industrial, and Institutional properties. The policy defines “functional turf” as turf located in a recreational use area or community space.
The policy takes effect in phases beginning in 2027, and includes the following subject properties:
- 2027: State-owned properties, local governments, and public agencies
- 2028: Commercial, industrial, and institutional properties
- 2029: Homeowners Associations (HOAs), common interest developments, and community service organizations
- 2031 (or when state funding is made available, whichever is later): Government properties located in disadvantaged communities
