Understanding Proposition 4: California’s Climate Bond Initiative

As California grapples with the increasing impacts of climate change, multi-year droughts, severe heat events, catastrophic wildfires, and rising sea levels, the state Legislature has introduced a bond measure called Proposition 4 aimed at bolstering efforts to address environmental challenges and invest in sustainable infrastructure for climate resilience and adaptation projects across the Golden State. What is Proposition 4?

Proposition 4 - The Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 is a $10 billion bond measure designed to provide financial resources for climate resiliency projects including initiatives to mitigate the effects of climate change, enhance the state’s infrastructure, and promote sustainable practices.

Key Focus Areas

  • Water Infrastructure ($3.8 billion): The bond supports investments in water conservation and water resources management projects. This includes enhancing water quality, the efficiency of water use, water recycling, and increasing the state’s capacity to capture and store water.
  • Wildfire Resilience ($1.5 billion): To combat California’s increasingly severe wildfire devastations, funds are allocated for improving wildfire prevention measures, including the creation of firebreaks, forest management, and community fire preparedness programs.
  • Ecosystem Restoration ($1.2 billion): Recognizing the importance of healthy ecosystems in combating climate change, the bond includes provisions for restoring critical habitats and supporting biodiversity.
