Mandatory Transparency and Compliance Training

In accordance with California state law, elected officials, appointed commissioners, board members, and designated local agency staff are required to complete mandatory training courses. These courses ensure public transparency, ethical governance, and a safe workplace.

West Basin tracks and maintains compliance records for the following statutory mandates:

  • SB 827 (Fiscal and Financial Training): Requires at least two hours of specialized municipal finance, budgeting, and public resource stewardship training every two years (Government Code § 53237 et seq.).
  • AB 1234 (Ethics Training): Requires at least two hours of training on public responsibilities, conflicts of interest, and open meeting laws every two years (Government Code § 53234 et seq.).
  • AB 1661 / SB 1343 (Harassment Prevention Training): Requires at least two hours of sexual harassment prevention and workplace safety training every two years (Government Code § 12950.1).

Those who were in service prior to January 1, 2026, must complete the mandatory fiscal training by January 1, 2028.

Anyone commencing service on or after January 1, 2026, must complete both the ethics and fiscal training within six months of taking office or employment.

How to Request Training Records

All individual certificates of completion and tracking logs are public records under the California Public Records Act (CPRA). These records are safely archived and maintained by West Basin for a minimum of five years.
